SNGPL/SSGC New Connection Application Guide

Need a domestic gas connection for your new home? As of 2026, almost all new domestic gas connections are now issued under RLNG policy - system gas connections are generally no longer available for new applicants. This guide covers the complete application procedure, official fees, required documents, and step-by-step process for both SNGPL (Punjab, KPK, Islamabad) and SSGC (Sindh, Balochistan).

Important: Earlier system-gas applicants should review the RLNG notice

If you applied earlier for a System Gas connection, SNGPL's official RLNG resumption notice says such applicants may submit a new RLNG-based application on normal or fast-track merit. The same official notice also says priority is to be given to applicants who had already paid urgent fee or demand notice before the ban.

For the current domestic connection process, do not rely only on the earlier system-gas application. Follow the present RLNG application route and keep the official SNGPL notice in view. SNGPL also states that there is no fee for submission of applications under this RLNG reopening. Source: SNGPL official RLNG resumption notice.

How to Apply for New Sui Gas Connection (Quick Steps)

  1. Submit your application.
  2. Attach required documents.
  3. Wait for the survey.
  4. Receive your demand notice.
  5. Pay fees and charges.
  6. Wait for meter installation.

Can You Still Get a New Gas Connection in Pakistan?

Yes, but most new domestic connections are now issued under RLNG policy. Availability depends on network access, application backlog, and gas company approval conditions. Fees and tariffs follow OGRA-regulated pricing and official gas company notifications.

After your meter is installed, you can use our SNGPL bill checker, SSGC duplicate bill tool, or gas bill calculator to manage your monthly billing.

Important Reality

Even after installation, gas supply may be limited during winter due to nationwide shortages and load management policies.

1. Documents Required (Common for SNGPL & SSGC)

Both gas companies require essentially the same set of documents. Have these ready before visiting any office or submitting online:

  • Valid CNIC: Computerized National Identity Card of the property owner (or applicant).
  • Property Ownership Proof: Registry, Fard, Allotment Letter, or any legal document proving ownership. For tenants: Tenancy agreement along with NOC from the landlord/landlady.
  • Neighbor's Gas Bill: A copy of a recent gas bill from a neighbor, or the nearest Customer No./Meter No. This helps the company identify the nearest gas line.
  • Approved Proposed Plan: Completion plan with QR Code, letter, and drawing from the relevant development authority, along with NOC (where applicable).
  • Society NOC: Original NOC from Housing Society or relevant local authority (if applicable).
  • Undertaking/Affidavit: On Rs. 100/- stamp paper, declaring that the gas pipeline exists in front of your premises and that all submitted information is correct.
  • RLNG Contract Form: Duly filled-in RLNG Gas Contract Form (available on the official SNGPL/SSGC websites).

Important Note

Your premises must be located on the company's existing gas distribution network. If the gas pipeline does not exist in your street, you will need to apply for a network extension instead, which is a separate and longer process.

2. SNGPL New Connection Procedure (Punjab & KPK)

Sui Northern Gas Pipelines Limited (SNGPL) offers both online and in-person application methods.

Step 1: Submit Application

You have two options:

  • Online: Visit the official SNGPL Online Application Portal. Fill in your personal details, address, and upload scanned documents. Note: the online facility is only for domestic RLNG connections where the gas network already exists.
  • In-Person: Obtain the application form from your nearest SNGPL Regional Office, Sub Office, or Customer Services Center. Submit the filled form with attested copies of all required documents. Get a proper receipt - this is your reference for all future queries.

Step 2: House Line Survey

After your application is processed (on a turn/merit basis), SNGPL's representative will visit your premises to:

  • Prepare a feasibility report on whether gas supply is technically possible.
  • Design the House Line Plan for your premises.

Step 3: Proposal Letter / Demand Notice

If the survey is successful, SNGPL will issue a Proposal Letter (Demand Notice) along with:

  • The finalized House Line Plan.
  • A list of SNGPL's registered houseline installation contractors in your region.
  • Calculated security and service line charges.

Step 4: House Line Installation

You must hire one of SNGPL's registered contractors (your choice) to install the gas houseline inside your premises. The contractor will:

  • Install the houseline as per SNGPL's quality specifications and the approved plan.
  • Test the houseline at recommended pressure to ensure it is leak-proof.
  • Provide a Test Report/Installation Certificate (required for High Pressure consumers only; not required for Low Pressure domestic consumers).

Warning from SNGPL

Contractors are only authorized to recover labour charges for houseline installation. Do not pay any other charges. Also, do not pay any agent or middleman to expedite your application - it is wastage of your money and is legally actionable.

Step 5: Deposit Security Amount

Visit your nearest SNGPL office with the signed Gas Sales Contract, House Line Plan, Installation Certificate, and CNIC copy. You will receive a challan form to deposit the following at the designated bank:

  • Security Deposit: Approx Rs. 20,000 for RLNG connections.
  • Service Line Charges: For the current SNGPL domestic RLNG connection scheme, the official service line charge is Rs. 1,500 for houses up to 10 marla and Rs. 3,000 for houses above 10 marla. Additional costs may apply in other cases such as network extension or non-standard situations.
  • Keep the bank receipt safe - SNGPL can demand it at any time.

Step 6: Gas Connection & First Bill

  • Gas connections are provided on a "first come, first served" basis.
  • SNGPL's Distribution Department will lay the service line pipe, install the meter, and commission gas supply.
  • Your first bill will be issued within 45 days of commissioning. If you don't receive it, contact your area regional office.

SNGPL Urgent Fee 2026

Current urgent fee for a "Fast Track" domestic connection is approximately Rs. 25,000. However, due to the current backlog of over 700,000 applications, even Fast Track timelines have extended significantly. See the Wait Times section below for realistic expectations.

3. SSGC New Connection Procedure (Sindh & Balochistan)

Sui Southern Gas Company (SSGC) serves consumers in Sindh and Balochistan. Unlike SNGPL, SSGC does not currently offer an online application portal - applications must be submitted in person.

Step-by-Step Process:

  1. Download the RLNG Domestic Gas Connection Application Form from the official SSGC Website, or collect it from your nearest SSGC Facilitation Center.
  2. Fill in the application form completely (all fields marked with * are mandatory).
  3. Attach all required documents (see checklist above).
  4. Sign the mandatory undertaking on Rs. 100/- stamp paper. The undertaking affirms that:
    • SSGC gas pipeline exists in front of your premises.
    • All submitted information and documents are correct (false info will invalidate the application).
    • There is no dispute or litigation on the premises.
    • You understand that most new domestic connections are processed under RLNG tariff as per applicable OGRA and gas company directives.
  5. Submit the complete application with documents and stamp paper at the nearest SSGC office.
  6. SSGC teams will conduct a site survey to determine feasibility.
  7. Upon approval, pay the applicable charges (see fee table below) and await connection.

4. How to Transfer an Existing Gas Connection?

If you recently purchased a house with an existing gas meter, you must transfer the connection to your name to avoid future legal or billing issues.

Documents Required for Transfer:

  • Copy of the new owner's CNIC.
  • Proof of Property Ownership (Sale Deed, Registry, or Allotment Letter).
  • A copy of the latest paid gas bill.
  • Written consent or NOC from the previous owner (if applicable).

Process: Download the Transfer Application Form from the official SNGPL/SSGC website or obtain it from the nearest regional office. Submit the filled form along with the documents and the nominal transfer fee (typically Rs. 1,500 to Rs. 3,000). The process usually takes 3 to 4 weeks.

5. How to Check Application Status?

You can track your application:

  • SNGPL: Visit the SNGPL website and enter your CNIC or Application Number in the "Application Status" tab.
  • SSGC: Call the 1199 helpline and provide your CNIC or application reference.

Pro Tip

Once your meter is officially installed, don't wait for the paper bill to arrive. Register for official SMS & Email bill alerts to get your first bill delivered straight to your phone.

6. How Long Will My Application Actually Take in 2026?

This is the most common question after the partial reopening of new connections in late 2025 - and the honest answer is: longer than official estimates suggest.

The Backlog Situation

After the partial reopening of new connections, SNGPL alone received over 700,000 applications - approximately 400,000 under Fast Track and 300,000 through normal processing. SNGPL officials have publicly acknowledged that handling this volume simultaneously is a major operational challenge.

Here are the realistic timelines based on the current situation:

Application TypeOfficial TimelineRealistic 2026 Timeline
SNGPL Fast Track (Rs. 25,000)3-4 months6-12 months
SNGPL Normal Processing1-2 years2-3 years
SSGC (Sindh/Balochistan)3-6 months6-12 months

Is RLNG worth the wait? For many households, yes. RLNG is generally cheaper than LPG cylinders for many homes, though prices vary by month, region, and usage. For households currently relying on LPG, switching to RLNG may reduce monthly fuel costs when RLNG supply is available.

RLNG vs LPG - Which is Better in 2026?

The best option depends on whether your home can access the gas network and how quickly you need fuel for cooking or heating. For a deeper comparison, read our RLNG vs LPG in Pakistan guide.

  • RLNG: Often cheaper monthly, but requires approval and connection.
  • LPG: Fast setup, but cylinder costs can be higher.
  • Electric: Reliable availability, but cooking costs may be higher.

Tips to Speed Up Your Application

  • Submit all documents correctly the first time - incomplete applications are pushed to the back of the queue.
  • Use the SNGPL online portal rather than in-person submission - digital applications are processed faster.
  • Track your application regularly via the SNGPL status portal using your CNIC - this alerts you quickly if anything is missing.
  • If you paid the urgent Rs. 25,000 fee, keep your bank receipt and follow up with your regional office every 4-6 weeks.
  • Never pay a middleman or agent to expedite your application - this is fraud and your application can be cancelled.

Frequently Asked Questions

What is the total cost of a new gas connection in 2026?

For SSGC, the total cost ranges from Rs. 21,725 to Rs. 24,450 depending on your plot size and province. This includes a Rs. 20,000 Gas Supply Deposit (which is refundable upon disconnection), connection charges, taxes, and stamp duty. For SNGPL, the Gas Supply Deposit for RLNG connections is approximately Rs. 20,000. Under the current domestic RLNG scheme, the official service line charge is Rs. 1,500 for houses up to 10 marla and Rs. 3,000 for houses above 10 marla. Additional costs may apply in cases such as network extension or other non-standard situations.

Can I apply for a gas meter on a rented house?

Yes, but you will need an attested copy of the tenancy agreement along with a No Objection Certificate (NOC) from the landlord/landlady allowing the gas connection on their property.

Can I get a System Gas connection (cheaper tariff)?

Most new domestic gas connection applications are now processed under the RLNG policy as notified by the relevant authorities and gas companies. System Gas connections are generally no longer being issued to new applicants.

How long does the entire process take?

Through normal processing, SNGPL connections can take 2-3 years given the current backlog of 700,000+ applications. The Fast Track option (Rs. 25,000 fee) is faster but still realistically 6-12 months. SSGC timelines are generally 6-12 months. Your first bill should arrive within 45 days of gas supply being commissioned.

What if the gas pipeline doesn't exist in my street?

If the gas network doesn't exist in front of your premises, you will need to apply for a network extension. This is a separate application where SNGPL/SSGC evaluates the commercial viability of extending the pipeline to your area. If enough households apply from the same locality, the chances of approval increase. The extension costs are shared among all applicants in the area.

I applied earlier under system gas - what should I do now?

SNGPL's official RLNG notice says applicants who had already submitted applications against system gas connections may opt to submit a new RLNG-based application on normal or fast-track merit. If you were waiting under the earlier system-gas process, follow the current RLNG application route and check the latest company instructions before relying on the old application alone.

Why is RLNG more expensive than the old system gas?

System gas (indigenous gas) is extracted domestically and was historically subsidised. Pakistan's domestic gas reserves are declining rapidly, so SNGPL now supplements supply with imported LNG (Liquefied Natural Gas), which is re-gasified and supplied as RLNG. Because RLNG includes import and re-gasification costs, it is usually more expensive than old system gas. It is generally cheaper than LPG cylinders for many households, though prices vary by month, region, and usage.
